Freeze the baseline
Record the capacity definition, milestone dates, tariff assumptions, commercial obligations and unresolved conditions used in the previous decision. Include the source and review date for every material field. The baseline should remain readable after later evidence arrives.
Describe each change precisely
Show the previous value, current value and source of the change. Distinguish a revised estimate from a confirmed contractual amendment. A comparison of supplied snapshots is not live monitoring. An unchanged field can still need attention if its source is stale or its condition remains unresolved.
Explain the decision consequence
For each material change, identify the effect on the next commitment, the action required and the responsible owner. Separate timing, capital, operating and contractual consequences. Ask the appointed specialist to resolve issues that require certification or interpretation.
Take this checklist into the next meeting
- Keep both dated snapshots.
- Preserve capacity basis and evidence references.
- Show changed and unchanged material fields.
- Assign an action before the next commitment.
Evidence and assumptions
This guide develops the supplied buyer-side research framework. It makes no site-specific capacity claim. Obtain current utility documents, manufacturer specifications and appointed professional advice for the actual project. Any numerical examples are worked examples, not project data.
