Keep six independent gates
Review land control, planning, utility arrangements, network works, equipment, and cooling or water. Give each gate its own evidence status and owner. An attractive result in five categories cannot resolve a material blocker in the sixth, so avoid a blended readiness score.
Tie the review to a decision
Name the next irreversible payment, its date and the evidence required before it. A conditional arrangement may be commercially acceptable if the buyer understands the consequence and has appropriate protections. That judgement requires the underlying terms and appointed advisers, not a generic traffic-light label.
Maintain an action register
For every gap, record the missing document, responsible party, next action and target date. Revisit changes before commitment. Evidence supplied after a baseline should remain traceable so the investment team can see which assumptions moved.
Take this checklist into the next meeting
- Identify the next commitment and decision owner.
- Show each gate separately.
- Attach dated references and conditions.
- Escalate any identified blocker explicitly.
Evidence and assumptions
This guide develops the supplied buyer-side research framework. It makes no site-specific capacity claim. Obtain current utility documents, manufacturer specifications and appointed professional advice for the actual project. Any numerical examples are worked examples, not project data.
